Giving an overview of the revision process for the European Interoperability Framework (EIFv2), this document highlights how the lobbying of proprietary software vendors influenced the work of the European Commission. Interoperability, which means that two different systems are able to "speak" with each other and to interact, is crucial, especially for public bodies. This is an important lever to ease the use of Free Software.
